Jack Kolar

John (Jack) Kolar recently joined GAP as litigation director. Jack retired from the Department of Justice (DOJ) after 42 years of federal service. His career included 37 years as a trial attorney for DOJ in the Antitrust, Criminal, and Civil Divisions. Jack handled complex litigation under the qui tam provisions of the False Claims Act, often heading up teams of attorneys, investigating agents, and auditors.

Jack’s noteworthy cases included a major suit against Rockwell International Corporation involving false claims arising from environmental problems at the Rocky Flats Nuclear Weapons Plant in Boulder, Colorado, which resulted in a $1.4 million jury verdict; a false claims lawsuit against Lockheed Martin involving RCRA claims at the Department of Energy gaseous diffusion plant in Paducah, Kentucky, which settled for $5 million; and a $565 million settlement with Boeing Corporation stemming from corruption on the part of a high-level Air Force procurement official. 

In total, the cases Jack participated in brought more than a billion dollars into the Treasury. Jack has maintained into middle age a healthy sense of outrage against social injustice he developed as a young person living through the Civil Rights and Vietnam War eras.
